Functions of the Speaker

  • The Speaker Presides over all sittings of the Diaspora Parliament and maintain order, discipline and parliamentary decorum.

  • He/ She ensure the impartial application and interpretation of the Constitution, Standing Orders and Rules of Procedure.

  • The Speaker Protects the independence, neutrality and integrity of the Diaspora Parliament, approve the parliamentary agenda, order of business and legislative calendar.

  • He Provides strategic leadership and oversight for the administration and governance of the Parliament.

  • The Speaker represents the Diaspora Parliament at national and international events, diplomatic engagements and official state functions.

  • The Speaker facilitates dialogue and collaboration with governments, parliaments, embassies, international organisations and diaspora institutions.

  • He promotes unity, inclusion, equity and constructive debate among all Members of the Diaspora Parliament from different African, Asian and Caribbean countries.

  • The Speaker has the responsibility to oversee the establishment and effective functioning of parliamentary committees and ensure accountability in their work.

  • Uphold the highest standards of ethics, transparency and good governance within the institution.

  • Serve as the principal spokesperson and ceremonial head of the Diaspora Parliament.

  • Support initiatives that strengthen leadership, civic participation, policy development and sustainable development across diaspora communities.

  • The Speaker may exercise such additional powers and responsibilities as may be conferred by the Constitution and Standing Orders of the Diaspora Parliament.

Office of the Speaker

The office of the Speaker is the highest office of the Diaspora Parliament and serves as the guardian of its integrity, independence and parliamentary procedures.

The Speaker provides impartial leadership, ensures the effective conduct of parliamentary business and represents the Parliament in its official relations with governments, diplomatic missions, international organisations and strategic partners.

Administrative Oversight

The Secretary General

The Secretary General is the Chief Administrative and Executive Officer of the Diaspora Parliament, responsible for the day-to-day management, administration, and coordination of the institution. The Office supports the Speaker and Members of Parliament by ensuring the effective implementation of parliamentary decisions, managing the Secretariat, coordinating parliamentary sittings, committees, programmes, and international engagements, and maintaining official records and communications. The Secretary General also oversees strategic planning, institutional development, financial and operational management, partnerships, and stakeholder relations, ensuring that the Diaspora Parliament operates efficiently, transparently, and in accordance with its Constitution, Standing Orders, and governance principles while advancing its mission across the United Kingdom, the United States, Europe, and future global chapters.

The General Assembly

The main legislative body consisting of elected representatives from the various States in the US, Counties in the UK and the Regions in EU countries, overseeing national diaspora interests, coordinating county parliaments, and directing standing committees.
